I have just received following letter from

Commissioner for Foreign Affairs.

Begins:-

With regard to case of S.S. Tean I hasten to

inform you that Marshal Li has sent urgent telegram

to the division stationed there to despatch troops

to the spot and at the same time Admiral Chang Chat

has been instructed to send gun-boat with soldiers

to Bies Bay.

Ends.

We have had this sort of assurance so often

before that I am not much impressed with it.
